Yeah, it's pretty similar to Sims.
But there are some nuances.
Character Creation
This is actually the one area where inZOI surpasses Sims.

Gameplay
It's basically the same as Sims.

The main problem with the game is that it's still in early access (!!) after all this time.

I've got to say, one of the coolest features of inZOI is the Island Getaway option.
However, the main map still needs some serious development.
The problem is that the game is still pretty raw.
And to be honest, there's not much that's unique about the gameplay.

The problem with the game is that most of what happens doesn't really have any impact.
When compared to the Sims, at least they made it possible to take your sim to work.
In inZOI, Zoi just leaves for work and comes back a few hours later.
And it's not even like in the second Sims game, where life on the lot doesn't come to a standstill while your sim is at work.
Here, it's just a quick loading screen, and suddenly it's 6 PM.
One plus is that inZOI has an active autosave feature.

GRAPHICS
Apparently, the creators of inZOI are relying on the argument that their graphics are top-notch.
And to be fair, the graphics are pretty good.

I wouldn't recommend inZOI until it's out of early access. It's not even close to being as good as Sims or a decent competitor. The game is still raw, even if it does look pretty visually.
